The Southern California Perinatal Transport System (SCPTS), formerly known as the Infant Medical Dispatch Center, was established in 1976 pursuant to the enactment of California Assembly Bill 4439. This act appropriated funds for the development of a dispatch service to address the need for facilitating transports of critically ill infants and mothers with high risk conditions to regional Neonatal Intensive Care Units (NICUs) and Perinatal High Risk Units (PHRUs).

Specific Legislative Mandate

  • Establish a 24-hour-a-day, year-round dispatch center linking all hospitals providing obstetrical services with neonatal intensive care nurseries.

  • Provide service for the region south of the Tehachapi Mountains (Southern California) encompassing the following 11 counties: Imperial, Inyo, Kern, Los Angeles, Orange, Riverside, San Bernardino, San Diego, San Luis Obispo, Santa Barbara, and Ventura.

  • Assist, if needed, in referral of critically ill newborn infants to appropriate California Children Services (CCS) certified neonatal intensive care centers.

  • Generate a centralized data base, consisting of statistical information for monitoring and evaluating the functions, efficiency, and timeliness of all infant transports within the southern California region.

What Services Are Provided
The Southern California Perinatal Transport System can assist health care professionals in the REFERRAL of high-risk pregnant women and newborn infants. An updated bed availability status is obtained daily from regional CCS approved neonatal intensive care units. Currently, there are more than 80 NICUs participating in this daily survey that includes an array of County, for-profit, non-profit, University affiliated, and HMO owned facilities. This information is being made available via CALIFORNIA PERINATAL TRANSPORT SYSTEM'S web site.

Transport Information Data Base Development
The Southern California Perinatal Transport System monitors infant transports occurring within southern California that are referred to a CCS certified center. On an annual basis, computer generated reports covering referral patterns, mortality outcomes and transport time sequences are distributed to all participating NICU facilities.
